eBay PayPal payment link takes me to a page to re-enter all my card details including the 3 digit security number on the back of the card. I’ve used PayPal to buy from an online shop since then that didn’t ask for updated details. EBay seller won’t cancel the sale and I don’t know if it’s safe to proceed. Is this a scam link? I’ve had no messages from eBay it PayPal about updating details.

If you are checking out as a guest, this is the correct process and you will be required to submit your financial details. You should also have the option to log in to your PayPal account to complete the payment.
