Can I pay an individual for a purchase using my credit card via PayPal?

You can pay anyone that has a paypal account in a country that can receive paypal payments regardless of which funding source you use that you have linked to your paypal account.

What if the individual is 16 and don't know if they have pay pal can they get a prepaid debit card at 16

Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.

As you would be unable to verify your account it would be permanently locked for further use.
