Application for PayPal Debit denied....and Why the "funds pending" on a completed sale?

First, as a Premier member of PayPal, applied for the PayPal Debit card, but denied.  Over $600.00 in the PayPal account, so don't seeing lack of funds as a problem.

Second, why do I have "funds pending" on a sale, when the shipping information shows the buyer has received the package?  The buyer (through eBay) has notified me that he does not plan on leaving feedback, although he has emailed me with a "great card!" .  I have emailed the emails and a copy of his signed receipt showing delivery.  The monies should be released.

Can someone, anyone!, from PayPal get back with me on this?

How long have you been a member of paypal?  I think you have to be a member for at least 90 days before you can apply for a debit card.  Otherwise, I have no clue what the problem would be.  Paypal policy says they will release funds 3 days after delivery confirmation shows the item was delivered.   Purchasing your shipping labels though paypal  would save you a lot of hassle in proving items have been delivered....because all the delivery confirmation information would already be in the paypal system.    If you did get your label through paypal, then it shouldn't be a problem to get them to release the funds.  Otherwise, you will need someone who knows more about this than I do to advise you.  I sell on ebay and purchase all my labels through paypal just so I can avoid potential headaches and problems.

You have to  have had the account opened for 60 days.

You have to advise Paypal that the item has been delivered and have the DC number in your account.

I have been a member for almost two (2) years....and the DC number IS listed on PayPal, however I did not use a PayPal label as this was sent from a third party for me.

That's not good enough - you have to prove that the item has been delivered, not that it's been shipped.
