Spending Power vs Available Credit re: PayPal Connect..

So, I set up a paypal account the other day to purchase some tickets and it told me I was approved for $1500 credit limit.  I was like ok, this is great because I just had my card fixed and this could spare me the burden of spending cash I needed now.  I made a purchase for $425 and it was completed just fine.

A few days later I received my statement that said I had $1075 available.

I just logged onto hotwire to purchase a hotel room for next week and it directed me to my paypal connect account. I tried to make the transaction ($376) and it declinded it.  So I logged into my paypal account and it says this:

$425 balance

$25 min payment due 11/15/11

Available Credit $1075

Spending Power $122

So, what's the deal?  I'm completely lost and I cannot find any answers.  I emailed paypal but I suspect they will send me to GE to figure it out.

Uhhhgg..thinking this wasn't such a good idea.  Any help or suggestions would be great.
