Help understanding Paypal fees on a recent sale

I have sold things on eBay in the past, and understand that the Paypal fee is 2.9% + .30 of the total sale, with shipping price included in that calculation. I made a recent sale on eBay for 29.99 + 9.99 shipping, a total of 39.98. There was no sales tax. Paypal charged me a fee of 2.06. Can someone explain the math to me? 39.98 x .029 = 1.16 1.16 + the .30 fee = 1.46 The fee was .60 higher than it should have been. Did I do the math wrong? The fees have been inconsistent in a previous sale also, always coming out to higher than the 2.9% + .30 per transaction.
