A couple of questions. If this is written in the PayPal Terms can some point me to it. 1) If I receive funds from someone can the money be pulled back by them? If so, Are there steps to prevent this from happening? Thank you 2) Can someone pull or request money just because they know my link or PayPal email address?

That depends on MANY factors all listed in Paypals buyer and seller protection policies for you to read so you can risk assess your transactions.
Legal (bottom right of Paypals pages) > user agreement > buyer protection.
Advice is voluntary.
