Why is the PayPal fee literally 100% of the amount I will send?

Hi.

I have a problem of sending some money to my friend using personal payment. I use my paypal balance to send the money. But the fee is 100% of the amount I will send. This only happens only this particular friend. Cos when i tried to send the money to other friends the fee is not that insane, even sometimes free.

Why does this thing happen? Is it because of the exchange fee?
