Someone sent me money by mistake

I received an email saying that the person sent me money by mistake There is now an amount in my Paypal balance Is it safe to refund or is it some kind of scam?

Make sure you use the 'refund' option and NOT the send money option.

Also check on the details page of the transaction and see what fee was charged, then refund minus the fee or you would end up paying it as the fee is not returned as part of any refund made.
