I received an email telling me that I have to activate my account by sending $200 to a mr <removed> through ABSA cash before receiving my payment or $900. Is this a scam or not?

Yep 100% scam.

Sellers do not pay anything to receive payments from buyers.

Paypal would never tell you to use a rival payment processor to send funds anyhow.
