Retail fee to EBAY

I made some purchases on EBAY recently and found a payment from my PayPal account to EBAY for each purchase listed as "retail".  This appears to be new, at least to me.  What is this fee for?

I know that recently eBay has had to charge taxes for goods and services according to different state laws.
