Hi @raygar13,   I'm very sorry to hear that a buyer filed a chargeback after you purchased materials and completed some work. I know that would be a disheartening experience for any business. PayPal is not the adjudicating party when it comes to chargebacks issued by a buyer's credit card company. While we are not able to deny their claim, we do provide the credit card company all the information we have about the transaction for their investigation.    If the client has breached a legal agreement that you've made, you may pursue this matter outside of PayPal to receive compensation for the materials and labor. Hi @MrsBov,   Thank you for reaching out to the PayPal community regarding this issue. From what you described, it sounds like you may have completed this payment using your bank account. Is that correct?  If so, the reason why the refund is pending may be it was sent as an instant payment. Bank transfers are slower than debit or credit card payments and take some time to clear. However, PayPal will loan trusted account holders the amount of the transfer while your banks sends the money to pay PayPal back. This type of payment only occurs if the sender has a confirmed debit card on file as well. As soon as the bank transfer completes and settles to your PayPal account, the refund will complete and the funds will return to your bank.This usually takes about 2 - 5 business days in the UK.  Until then, PayPal must wait until the transfer completes. Hi @Tiana1996,   Thanks for reaching out to the PayPal community with your question. What you are describing sounds like a common scam. PayPal payments are not sent directly to the recipient's bank. You should see the funds in your PayPal account and your account balance first.   Do not send the item to this individual until you have confirmed that the funds have been received into your PayPal account. In my opinion, I don't think that will ever happen with this buyer. I recommend canceling this transaction and reporting this individual to law enforcement or to the merchant site you may be using.    If you have shipped the item and have not received the payment, I recommend contacting the shipping courier to try to intercept the package.  ... Hi @alicmrt,   Great question!  US PayPal accounts can receive funds to a confirmed email address. If you are receiving a "goods and services" payment, you should verify your account by confirming a bank or by applying for a PayPal debit or credit product.   Eligible debits cards can be withdrawn to, but you would need to verify your account before doing so. If you have a personal account, you can apply for a PayPal Cash card, which treats your PayPal account balance like a checking account. What kind of dispute did you file with PayPal? Generally, you would want to file a claim for the item being "significantly not as described." If you filed a different claim type previously, you can request an appeal by contacting PayPal customer service.   You may use the Contact option to request an appeal. I recommend selecting the category for "Disputes and Account Limitations," followed by "Disputes." You can then provide any additional information to support your claim.   In the future, I would also not recommend buying anything that appears to be well below market value. From reviewing your message, it appears that no further appeals will be available through PayPal. The reason for that being that once a chargeback has been submitted by your card issuer, the claims process is no longer under PayPal's control.  However, your card issuer will reach out to PayPal for any relevant information regarding their investigation.   In the future, you may request an appeal for your claim with in 10 days of the case being closed in your Resolution Center or by using the Contact option at the bottom of the PayPal website.  ... I can definitely understand why this would be frustrating.  If you ordered tires, but the merchant only sent a small envelope for the tracking information, you can definitely request an appeal for your case.   If you are not able to appeal the case in your Resolution Center, please Message Us from our Contact page. You can then select the category for "Disputes and Account Limitations," followed by "Disputes." When a payment is sent, the funds should be visible in your PayPal account. PayPal will not ask for the tracking information before the payment will appear in your PayPal account. Hi @33Jules,   Congratulations on your sale! That is always a good feeling. Generally, you should always be able to log into your PayPal account and confirm that you received a payment. PayPal will also send you an email update, but it is ALWAYS best to log into your account and check your PayPal balance and your activity for the transaction.   This process should pretty much be instant. If you do not see the payment, there are some things you want to check.   Make sure that your PayPal email address is confirmed. An unconfirmed email will not show any payments sent to it.  It is best to verify your PayPal account. You can do that by confirming a bank or by applying for a PayPal Credit or Debit product.  If the sender is using your phone number, make your your phone number is confirmed. Unfortunately, PayPal does not offer protections for packages that are lost. If the tracking shows that the item was delivered, you would need a letter from USPS that shows that the item was delivered to the wrong address to appeal your claim. If USPS states they lost the package, PayPal can not hold the merchant responsible for that. You would need to file a claim with the carrier via shipping insurance, as the merchant is not at fault for the lost item if they shipped it using the correct information.  ... View more
