If I am receiving money from a sender, how long does it take for the money to withdrawn? And does the SENDER have to have a PayPal account, if we sending or receiving Card to Card?

Anyone with any type of account can send / receive paypal payments.
Payments are normally credited instantly to your paypal balance and then paypal takes the wait for the funds to transfer from the senders funding source to pay them back again, this is so their is no delay in the despatch of any items.
When the funds show in your paypal balance and are 'clear' and not 'pending' you can click on 'withdraw / transfer' and send them to any linked bank account or debit card (not credit card).
However if you are a new seller you may be subject to the new seller hold as per link below.

If its a family / friends transaction and not a payment for goods then the above link won't apply.
Also beware of scams and NEVER send anything until the funds show in your paypal balance, even if pending they would still show in there.
Also go and read up on paypals seller protection policy in their user agreement so you can risk assess your transactions.
