Money back guarantee against fraud?

If I pay someone for goods from another state via PayPal & that person takes my PayPal money but never sends the goods can I get my money back through PayPal? Is it garenteed?

There is no 100% guarantee as this is not eBay. PayPal purchase protection has it's limitations.

If the seller does not ship goods, you may file a dispute as follows:

1. Locate and click payment transaction in your PayPal account activity
2. Click "Report a problem" 
3. Click “I didn't receive an item I purchased”.

Seller has to provide proof of delivery in the form of a tracking number with "Delivered" status.

Some sellers do be providing fake tracking numbers or ship an empty envelope to a nearby address so one really has to be careful who they purchase from. If this happens, you'll need to get the tracking number and bring it to the PO and request an investigation to determine if the postage label/parcel has your address on it and was delivered to said address and obtain official documentation of their findings to provide to PayPal on appeal of the dispute via Resolution Center or by calling customer service:

If it is just a case of the parcel being stolen off your premises then the seller cannot be responsible and PayPal may rule for the seller in such cases.
