I recently received a message that my account is temporarily restricted from an unknown email.Is that phishing ? What should I Do??

I would advise you to check your PayPal account in order to check this. Usually, we would send you a notification through your PayPal account also. 

We would have steps outlined in the resolution centre of your account.
