Gave as scammer money through personal PayPal not business can i get a refund after it’s been processed?

Unfortunately, no. There is no refund or purchase protection with friends and family payments as it is considered a gift payment which is why all the recipient has to do is block you and disappear. Anytime you are sending money in exchange for something, send as goods and services.
