Cancelled payment problems.

I sent money to the wrong person, and went to cancel the payment that was labeled as “pending”.  So, I cancelled it and my account still shows this payment as “pending”.

Based on the information provided, it sounds like the transaction might have been sent as an Instant Transfer.  An Instant Transfer is a way to send money or make a payment from your bank account instantly using PayPal. The seller is credited immediately while our request for the money from your bank is processing.  If the transaction is still in a pending or processing status, that would mean that PayPal hasn't yet received the funds from the bank account.  Unfortunately, canceling the payment to the seller through your PayPal account wouldn't stop the funds from transferring from your bank to your PayPal account balance.
