It seems I did it right. I sent a friend $800.00 from my checking account and was charged a $23.00 fee. How could I have avoided the upcharge?

If they use the 'refund' option then the % part of the fee is refunded.
Then if you send it friends / family again and fund it from your bank account it should be free but you see any charges normally before you send the payment.
Advice is voluntary.

Do I go ahead and pay the same amount again and it will get refunded, you say?

I was hoping to understand how I was charged a fee?
I did not see an option for family and friends when I made the transaction and it seems there is no way to reverse the charges now.
Did not understand the explanation I was given and asked for clarification.
I'll simply not use PayPal again for monetary exchanges between friends and save myself a chunk of money.

I realise I should have cancelled the holiday and replied to your posts.

I'm still out the Fee from using PayPal to pay back money I borrowed from a friend.
