Fee for Friends and Family?

Hey folks,
I'm trying to figure out why I was charged a fee to receive Friends and Family money.
I have a USA account and bank.
My friend has a Global PayPal account (based in Panama).
My friend was paid for the use of her AirBnB into her PayPal account in USD.
When she transferred that USD from her PP wallet to my PP wallet, various fees were taken out (and I'm not clear what all they are for or how much).
Since everything was done wallet to wallet, in USD, and between friends, why is there fee?
What is the fee rate? There shouldn't bee an exchange rate since it is all in USD, even though she happens to be in Panama.

No such thing as a global paypal account as paypal is country specific.
If her account was based in Panama then you would pay a cross border fee, also the option to send using the friends/family option i don't think is available in Panama.
Advice is voluntary.
