New to pay pal. Please help!

I am from the US and I created my pay pal account to send money to family for my bills! It let me send 2 of them money last night but today it will not let me send it. I’m using my capital one credit card. Yes funds are available. I have verified my email and phone number. I also applied for a PayPal credit card to verify myself. What do I do now??
