I sell a service not goods, and my money is held

I can't get a straight answer about when my PayPal account money will be released.  I don't sell items on eBay, so I can't verify shipping.  I don't expect my clients to not like my services if they've contracted me.  So, how can I get PayPal to not hold my money?
