Trying to add new credit card and receive error

I have tried for 5 days to add a new credit card and  receive the following error:

 

Sorry — your last action could not be completed

If you were making a purchase or sending money, we recommend that you check both your PayPal account and your email for a transaction confirmation after 30 minutes.

I have not had any success with customer service...does anyone know how to resolve this issue ?

I have been getting this error for over a month...called paypal they know its an issue. I want to add a card and delete old one but no dice, ridiculous

I am receiving the same error for over a month now.  I can't add a credit card, can't delete the old two cards that are either expired or closed.  Phone conversation with Paypal assured me it's a known issue that should be resolved "shortly."  Maybe in 2013?

I have been having the same error and they need to fix this NOW. I'm talking to you PAYPAL!!!! I just made an eBay transaction because I sold my beloved expensive Alienware laptop and I'm about to be paid but my account is on the wrong credit card! OMG
