Can't change my customer service email address

I noticed my primary email address is differant from my customer service email address but when I go to profile and edit email address it lets me edit the primary and not the customer service email address. How do I edit the customer service email address?

Login to your PayPal account, click on the "Profile" tab and click on the "Business Information" link in the Account Information column.

That "Business Information" edit page will NOT work for either of my two business accounts. I can edit the info, but after clicking "Save", the edit page just re-appears. Navigating back to profile page, then back to "Business Information" . . . . . . The info hasn't changed. Tried a complete clearing of my Cache, tried 3 different browsers, and tried multiple computers at different locations. I cannot change ANY info on my Business Information page. Been a few days now with this problem. PayPal Tech support doesn't seem to know how to fix it. Any ideas anyone ?

Figured out the problem. Seems now you MUST enter a "customer service" TELEPHONE NUMBER to your business account information to get the "Business Information" edit page to accept any changes. In the past, a customer service telephone number was not required for a business account. I even just recently opened a new business account, and nowhere did it say a customer service telephone number was required.
I'm told by Merchant Tech Support, that all new business accounts need to provide a customer service telephone number to all customers that purchase your product, but for some reason I have been able to sell with my NEW business account WITHOUT a customer service telephone number.
The box for my customer service telephone number has always been blank, and no problems with the account. But when I tried to change my customer support EMAIL address, and clicked "Save", the edit page just stayed put with NO error message, or ANY kind of alert, or indications that a phone number is required to complete any updates on the page.
Took me over a week to get this solved, and I suggested to Merchant Tech Support they should indicate on the edit page that a customer service telephone number is now "Required" to make any changes with the Business Information.
