link credit card to limited account.

Hi All,

My account are permanently limited.but some fund is there  . Today i got mail from pp (after 180 days)your funds eligible for withdrawing.

but my linked old card stolen therefor i need to link new card for my fund withdrawing. then  i try to link card but cannot link new card and   currently i didn't have any bank Philippine. what  i need to do. can anyone help me for resolving this issue.

When i tried to link it says theres a problem with your account. Hello??! I got an email telling that i am eligible for withdrawal!!
