My account is now eligible for withdrawing funds but i can't use my credit card (ph) or transfer it to another. Is there anyway to fix this? I'm from ph.
You need to contact customer services to resolve any limitation or account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
