Ask your bank. Some banks may charge fees for certain kinds of transactions and bank can let you know if it is a fee they charged or a payment with your PayPal account.
Sorry, I don't know...talk to your bank. Did your bank account have money in it to cover the 18 cents? If not, then $25 seems like a typical bank overdraft fee. PayPal doesn't charge a $25 fee for confirming your bank account.
