Why are my funds still on hold

The item got delivered last week and I can’t call customer service I need my funds

For the funds to be release  please make sure that Proof of Delivery was been added to the transactions, upload the transaction on your paypal account and money will be release a day after the confirm receipt deliver date.

It says delivered since last Wednesday and customer service is closed I can’t talk to anyone This is so underwhelming

I have provided tracking here in PayPal since last week and says delivered ....but my money is still on hold
