Transfer money to another paypaly account issue

You don't have the permission to send a payment. Why I keep seeing the same notification when trying to send money from one of my paypal accounts to another? "We're sorry. You don't have the permission to send a payment. Please request for access from the account owner. If you keep seeing this, please contact us"  I have chinese paypal account with US dollar in it ,wanted to send money to my foreign friend here but keep getting this error , I tried to send to another friend and same issue

Looks like your account can't send personal payments? I am not seeing an promoted option for Mainland China personal accounts to do this on their homepage: https://www.paypal.com/c2/webapps/mpp/home

Maybe try sending a goods and services payment to friend's email address.

Thanks for yout reply ,I tried those but didn't fix my issue & I have already contacted the customer service but they don't reply
