Things don't appear to be working right now (not able to withdraw my money)

I added my cards to PayPal so that I can withdraw funds to them, I am from Romania, local currency is RON, my PayPal funds are in USD...
When I add a card, the currency associated with the card is eider GBP or RON, but never USD, so that when I try to withdraw funds, PayPal is forcing me to make a conversion I don't want to do.
I contacted support and after some struggle, I was able to change card(s) currency to USD.
It worked to withdraw funds for a few times, now when I try to withdraw without conversion I get this:
"Things don't appear to be working right now"
I waited around 30 minutes on the phone just to be hang up on me.
I sent a message from message center asking why I am not able to withdraw, the only "reply" after days of waiting was this: "This conversation has been closed."
Does this mean PayPal is keeping my money if I am not accepting the forced absurd conversion rates ? Or what does the error mean ?

I have this problem also, I'm not able to transfer my funds to credit card. I have that error "Things don't appear to be working right now.
Sorry, something's not right. Please try again later."

Yes, I still have this problem, and they also fail to associate the correct currency with my cards (so they can steal 5% from me in conversions), I will complaint to European consumer protection.
