Problem with Adding a bank problem

Hi I have been trying to add my bank account but it always says an error that it can’t be don right now try again later and when i came later after one day , Again i am facing the same issue, kindly please resolve

I'm sorry to hear about the difficulty in adding bank to PayPal account. Please contact Customer Service for assistance in adding the bank to your account. To see your contact options, please click Contact at the bottom of the PayPal website.

But whenever I used to talk to paypal assistant they ask talk in business hour. So what can I do?
