Paypal took money from my account but did not transfer to seller

I purchased several items on Ebay on October 23.  Paypal debited the funds from my account.  But Paypal did not transfer the funds to the sellers.  Ebay has confirmed that the order went through but no funds were transferred by Paypal, and the sellers have confirmed this.  Ebay says the money is "in limbo," being held by Paypal for some unknown reason.

Paypal will not respond.  Customer service cannot figure out the problem, and Paypal's legal department has ignored a letter I sent on November 15 (signed by me as a lawyer).

At this point, paypal has taken my money and won't help me sort out the problem.  I'm about to say the heck with it, and just sue them in small claims court to get my money back.  Does anyone have any other ideas?

If seller(s) did not receive money, then shouldn't the seller(s) contact PayPal to chase up on the funds? This transaction(s) happened in Oct 23, then what's up with the order(s), have you received it/them?

What is the payment status(es)? Completed? Pending? Was it a funds availability hold? Or Unclaimed? Did the seller(s) go MIA? Or the transactions never showed up on the sellers' end?

Perhaps consider opening a case with bbb.org under PayPal San Jose CA to get PayPal Office of Executive Escalations to review your transaction(s).
