From what you shared, it sounds like PayPal may be having troubles with your card issuer. If you haven't done so, the you will want to contact your card company. If they are blocking PayPal from charging the card, then you would need to resolve any issues with them first.
If after working with your card company the issues persist, then you would want to reach out to PayPal customer support for more information. You can do so using any options that are available here: Contact Customer Service
