Payment on hold for receiver

Transferred money to my friend but I couldn’t change it from goods and services to friends and family and now the money is in hold for over 4 days, how do I get that released as he is not able to get the money on his account but it says sent already on mine. Thanks

You don't have the friends/family option in your country I don't think so all payments go as for goods/services.

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale / OR no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

If your friends marks the transaction as processed then you may have the option on your account to mark the transaction as delivery/satisfied. If you confirm this by clicking on the "Confirm Receipt" button, the funds may be released sooner. This is not always available or guaranteed. 
If not then sadly its 21 days.
