PayPal has my money on hold

This is actually ridiculous. So basically, I sold this item on a app (Grailed) and the guy I sold it too had difficulties with his wife so they cancelled the payment, later on they decided to not cancel it and proceed with the order. So right now I’ve had a $183 payment to me on hold for almost a month now. This is actually dumb. The guy I sold it too received the item a week or two ago and said it’s great. I’ve tried almost everything and nothing is working and at this point I just think I lost $180. I even called paypal for an hour and a half and they didn’t solve anything. They just kept putting me on hold and giving it to other people. I’m actually so annoyed right now and if anyone could help me that would be greatly appreciated.

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. They can validate the tracking information online, so once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale or no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

However If you mark the transaction as processed then the buyer or sender may have the option on their account to mark the transaction as delivery/satisfied. If the buyer or sender confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the buyer or sender verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
