I have shipped and the item has been delivered. Tracking info has been added and the item has been delivered by USPS. What do I need to do to release funds now?

There's been recent reports lately of these tracking info provided transactions not being released so not just you; you can contact customer service to request a manual confirmation of delivery and release funds or ask buyer to confirm release (option may not be available for some countries):

 1. Log on to PayPal account.

 2. Click Activity at the top of the page.

 3. Find and click the payment transaction.

 4. Click Confirm Receipt.

 5. Click Yes to confirm that you received the order.

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.

Call early, during business hours, west coast time to try to get a US rep.

Well I am not the buyer I am the seller. I do not have those options.

You didn't read @sharpiemarker  reply properly, he is perfectly aware you are the seller hence the advice correctly given.
