Denied – Transfer using Card

Hello

i try withdraw money from paypal to my visa and give me this error ,

and told me "Denied – Transfer using Card" i try withdraw my money to 3 different visa with different banks please any one can help me with this issue

Are they all Visa credit cards. PayPal specifically asks for Visa credit cards:

Have you called the card issuers to see if transfers are accepted?

Two visa debit and one prepaid but i use one of them debit card for transfer money from paypal without any problem but now all visa give me this error

Then perhaps the security system is triggered because you keep failing to transfer. Wait a few days and carefully try the transfer again. Also restart your internet connection as bad, weak or unstable signals can interfering with processing.

I try withdraw since week ago and contact paypal support every time tell me call my bank cards and did not solve this issue, I try all thing use another network, browser, try to contact with paypal on phone number but no reply
