Can not send the money to a Russian user (URGENT)

Hello everyone,

I just experienced an unpleasant problem, trying to send my money to a Russian user (it is the second time, but not everytime with payments to Russia). The sign looks like "This recipient accepts PayPal payments only through their website. To complete this payment, please go to their website and follow their instructions, or email the recipient for instructions.". It makes no sense to me because my friend does not have a special site for PayPal and do not know what is going on... Neither do I. There is definitely enough money on my card and neither of us should have a problem with a bank etc.
Could you help me to solve this problem, please?

I'm so very sorry for any difficulties you or your friend are experiencing. From the information you've provided, it sounds as though the issue isn't with your account. Most likely the person you are trying to send the money to has an account limitation or the payment itself may exceed your friend's daily receiving limits. Another possibility if your friend has a business account, is that they have accidentally set the account to block certain kinds of payments. If you both are still experiencing this, I would encourage your friend to contact our customer service directly to look into this with them. To do this, please ask that they follow the Help & Contact link at the bottom of the page, or they can also reach us on Facebook or at @AskPayPal on Twitter.
