About Bank Transfer

I'm from Philippine, but now live is sri lanka, i want deposit my paypal balance to my sister account, so can i add my sister bank account to my account? and send money to her bank, so she can take it from ATM machine,

You can't add another persons bank account to your paypal account.

Why can't you 'send' your payment to her paypal account and she can withdraw the funds herself.

Check she can accept the currency you are sending first though.
