Thank you for your post! I'll be happy to clarify.
If there's a payment in your transaction history that is held pending funds availability, then yes, you would need to provide tracking that shows delivery to have the funds from that payment released prior to 21 days. If tracking is not provided, the funds will release after 21 days elapses.
If there is no transaction in your account but you received an email stating that you will only receive the transaction once tracking is sent, that email is probably a fake email, designed by a fraudster to trick you into sending an item without having received a payment.
