I have a negative balance of $300 in my account because somebody who owed me money and sent me the 300 decided to go back and try to say it was done without their consent so while PayPal reviews the claim there's a hold on the transaction I'm just still in the hole $300 in other money had sent to me can I use now which I need because of this negative balance
