Why does Paypal request me to provide employer identification number for individual business type?

I'm trying to fill basic info about my account and business type. I've selected individual as a business type. It's stated that PayPal doesn't require employer identification number if I chose individual or sole proprietorship as business type but it still requires employer identification number in my case.
