Trouble logging into account after password reset

After a long period, I tried to log in to my PayPal account. Since I forgot my password, I was asked for a picture of my ID card and a selfie camera photo. I did both. Reset the password. After that, every time I try to access my account, "we're having trouble making sure it's you" comes out. Both by using the application and through the browser. Going to the help section brings up a bunch of options, but no concrete solution. A phone number that no one answers, without an email address for possible contact. Very very frivolous for any company, let alone PayPal with so much tradition and number of users. What is the purpose of the photo of the ID card that I sent, as well as the selfie, it looks like a possible misuse of data since I have not been able to log into my account for months.
