Only a single Yubikey possible ?

Dear,
Why is it only possible to use a single Yubikey(=hardware security key) as a 2FA login option?
When using hardware security keys you should always be able to register at least 2 keys, but even better is to allow about 5 keys like most websites do that accept hardware keys.
The way it's working now is that you should take another less secure 2FA option as a backup, which defeats the purpose of having a hardware security key in the first place.
Please take this as a feature request to allow for 5 hardware keys to be added, so there is no need to add a less secure 2FA option as a backup.

I literally just setup my Yubikey only to realize the same thing. **bleep** PayPal! I don't necessarily mind using an authenticating app as backup (MUCH better than SMS) but I'd still like to have 2 keys registered instead. #MakePayPalUse2Keys
