how to downgrade my PayPal account to personal account from business account

There is no automatic way to downgrade a business account to a personal account, you have to contact customer services and they will do that for you.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
OR
You could just close your business account (removing all subscriptions / financial info etc first) and open a personal one.
Advice is voluntary.

How can I downgrade my account to personal account only? and also why paypal is holding my money? How can I get it by not waiting for 21 days?

I just want to downgrade my PayPal business account to a personal account. I have messaged PayPal about this repeatadly but so far they have not answered back or fulfilled my simple request. This is the first and only time I have requested this downgrade, which is within the rules.

To downgrade, you must ask customer service to do that for you.

Click Message Us or Call Us option below the Common Issues section.

To receive payment in your country, did you link a Visa credit card so PayPal can perform automatic transfers every month to your card.

I also get that answer except there is no email option available and also being based in South Africa we can't call? So how else do we get this done?

As mentioned by @sharpiemarker, you have to contact PayPal team to request a downgrade of your PayPal account. You can email PayPal through the message center within your PayPal account or message the team via Social media pages to submit your request.
