Thank you for your post. 

I see you need help removing a phone number from your PayPal account. To remove a phone number, tap the number, scroll down, and tap Remove. (You can only remove a phone number if you have at least two added to your PayPal account.)

Make sure you're able to receive the code on linked number to make the changes. You can find more details in the Article. If you continue facing issues, contact PayPal over the phone or message center so that they can help you make the changes.

I had this issue today as well. If you use the chat option, you'll get the automated/bot replies that offer up removal of whichever number you are attempting to delete (but can't) through your account settings. This worked for me.
