paypal.com -> forbidden

Just trying to to to https://paypal.com and I get nothing but ¨Forbidden¨.

sorry. Guess I don't know where to turn.

I get this sort of thing occasionally.

I tried my phone and if I use my network (with VPN), it does this forbidden trick. 

If I use open 5G (no VPN), I can log in.

I smell a VPN hater.

PS I had to do the stupid capcha thing 3 times to get logged in here. Now I have to do it again (TWICE!) just to post this. This is absurd.

Business elsewhere, I suppose. No other option to fight this one, I guess.

Looking like this doesn't have an answer.

It would be nice if someone could go change the message from "forbidden" to something more helpful. 

That's some lazy work there, web designers.
