I’m Iranian but live and married in Mauritius, why PayPal blocks me?

Hi! I’m Iranian and I live and married in Mauritius, with resident permit, I don’t understand why PayPal blocked me? Is it forbidden for Iranian nationality living in abroad to have PayPal account?
