What is the purpose of the Resolution Centre if I can't report an issue?

Can someone assist in the purpose of the resolution centre if I can't report a problem to customer service directly? Seems to defeat the purpose. The "Help" page is so buggy as well it's so difficult to get any help.

Click on the transaction you want to report on and then click on the report a problem link bottom of that details page.

This is horrible. Paypal actually does NOT care if people use their service to steal money. I have a guy who stole $1350 from me, he said he was going to repair my boat engine and since we had done some business he asked to send as friends. I've been trying to serve him but there is NO way to report this thief. So he can continue stealing from people and Paypal won't do a thing about it.

Course they won't as a friends/family transaction is sending a gift of money to somone.

Sadly you negated your own paypal buyer protection by breaking paypal rules and sending money for a 'service' using the friends/family option.
