If you can no longer access the account, click here: https://www.paypal.com/us/smarthelp/contact-us Please click on the first link "Password and account access" and then on "Login -problems". At the bottom of the page you will find the options to contact us without connection and in a safe way. These options are only available during the opening hours of our services.
If you can access your account but cannot change the phone number, please do not hesitate to contact us after logging into your account. At the bottom of the page you will find the options to contact us while logged in.
