Impossible to turn on 2FA: cannot verify your identity

Hi! I cannot tun on 2FA for my Canadian account. It will say "Impossible to verify your Identity" after putting the Authenticator code. When I select "Use a key" the option disappear and only Authenticator remains. No possibility is offered with phone number. I managed to do it on my French account...
I tried on Safari / Firefox, allowing cookie and else but still no avail 😞
Any idea? Because I tried to pay on the US government website and I think because I don't have 2FA activated, they asked to send text by phone but again Paypal was broken (options disappearing when I select them / Invalid phone number even though it's well valid etc..)

Welcome to the PayPal Community! I am sorry to know that you are unable to access your account. In this situation, it is best to contact our phone support team to complete the verification. You can contact our phone support team by clicking on Contact Us at the bottom of the PayPal Website and select Password and account access > Login Problems > The Call us or message us option will appear.

I CAN login but I cannot turn on 2FA. I can access my account, you are missing the point. Thanks anyway for you reply.
