I cannot go to the pay pal website

I cannot go to the paypal website. Every single time i try to it will just redirect me to https://www.paypal.com/bizsignup/#/create I tried creating a buissness account a while ago and realised i didnt meet the requirements to do so. I just closed it and now it wants me to continue creating it even though i physically cant. It doesnt let me go back it doesnt even let me switch browsers its like its linked to my account. If i try to create a buissness account and i put my email in and click submit it just says theres an error. 

No paypal link will take me anywhere besides this page and it is very frustrating

Yes I have tried that. I think its linked to my account and not related to my browser.
